On 13 August in Geneva, EU CBRN CoE Project 53 (P53) co-organized a side event together with the European Union at the Biological Weapons Convention Meeting of Experts-3 “Strengthening National Implementation”.
Titled ‘EU Legislative Assistance in BTWC Implementation’, the side event was opened by Anne KEMPPAINEN, Minister Counsellor, Head of the Political Section for Disarmament and Non-proliferation, EU Delegation to the UN in Geneva.
It covered two EU legislative assistance instruments: EU Council Decision 2016/51/CFSP and the EU CBRN Centres of Excellence Initiative, which were presented respectively by Jean Pascal ZANDERS, Adviser to the EU Delegation to the BTWC Meetings of Experts, and Jirina VALENTOVA, Policy Officer, European External Action Service.
The speakers then discussed two examples of EU legislative assistance in BTWC implementation: EU Council Decision 2016/51 Project 3, and EU CBRN CoE Project 53. VERTIC (part of EU Team of Experts for P53) provided an overview of the legislative assessment and drafting methodologies used under both projects.
For P53, a representative from ISTC provided a brief overview of the scope of P53, while representatives from Tajikistan and Mongolia shared their experience in implementing P53 Work Package 1 on legislative harmonization.
In addition, the UNODA Project Officer for EU Council Decision 2016/51, Ana Izar, provided an overview of the legislative assistance provided to date in the framework of the Council Decision. Representatives of two beneficiary countries of this assistance, Cameroon and Côte d’Ivoire, provided further details of the assistance they have received under the Decision.
